On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

Does it show on your / family members accounts purchase histories ? If it does, do you / family member recognise it ? If not change the account's password and contact iTunes Support. If it doesn't show contact the card issuer
I don't know how to check family purchases but I don't have family on an account. How do I change password and where do I go to do that
To view an account's purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support
If only your account(s) is linked to that card (e.g. you aren't a family share organiser and, for example, family members accounts aren't using that card) then you don't need to log into other people's accounts.

I do not know what the charge of &99.99 on 11/03/16 is for?
Try looking at your, and if applicable family members if you are a family share organiser, purchase histories via your computer's iTunes
Yesterday there was a single charge for $1 to my iTunes account. Now today there's been 4 more single $1 charges for a total of $5. These were not charges made by myself or anyone in my family.
Please look into this matter and advise me as to what I need to do to resolve this.

I was charged by my debit card I 12/16/16 22.98$,11/21/16 22.98$ and12/14/16 by apple itunes

Have you trued looking at your iTunes accounts purchase histories ? Instructions on how to do that have been posted a number of times on this thread
I have an unknown bill that has been occurring for several months. Can I please have it canceled?
