Turn on your cell phone's wifi Hotspot. Connect your ipad to your hotspot. Now your wifi only ipad will work just like a cellular ipad and so will maps. *note: This does use your cellular data. So be sure to keep an eye on how much you are using and what your plan is. It has not affected mine at all. Also have a car charger ready:)

Contact your local wireless providers to see if any offer an wifi device.

There are costs involved. Wifi will provide you with a mobile wifi

network to which you can connect the wifi-only iPad. Be advised

as the wifi only iPad lacks a GPS chip so locations will be estimating

from cellular towers instead of using GPS information from satellites.

If you have a cell phone, you may be able to use that to provide network

connectivity to the iPad instead of getting a mifi device. Not all wireless

providers allow such tethering, and those that do allow it usually charge

a fee.

BadElf claims to be able to add GPS to non-cellular iPads. Do your

research before purchasing. There may be other similar devices.
