That all depends on what version of OS X the Mac Pro shipped with in the first place.
No. If a Mac Pro is capable of running Yosemite, it's minimum/original OS will be at least 10.5.1.

Only the 2006 and be the 2007 shipped with Tiger. See;

However, for ML and later on a 2006/2007 you need a hack
I bought a used Mac Pro 2009 just the other day that came with Yosemite 10.10.2 but when I tried to run my Myst game I found I could not because I would need to install the OS X Tiger I ran in my last computer. So I just wondered if I could install OS X Tiger and then run my game. In my other older Mac Mini I had OS X Tiger and classic OS9 which ran some other classic games.
Not on that Mac model; its minimum OS is 10.5.6.

If you get VirtualBox version 3.0 you can run Tiger as a virtual machine. Version 3 is available for download from Oracle. Support for Tiger was dropped in version 3.1
