I just dropped my phone in water 10 minutes ago. I took of my case, quickly wiped my phone then threw it in some rice so it was totally submerged. I did not turn it off since it was glitching and would not let me. What else should I do? Am I doing the right things?

Leave it the rice for at least a week. Change the rice a couple of time during that week.
Then if it still doesn't work take it to Apple and purchase an out of warranty replacement for it.

I used one of these bags on mine - dropped it in the lake and it took me 10 minutes to dive down, find it and get it out of the water. This stuff worked great, had the phone up and running the next day.
