Not getting a banner notification on Do Not Disturb?

I'm on 8.2

Recently, I haven't been getting banner notifications from switching my iMessages to do not disturb. Just a week and a half ago it was working and I was getting notifications while on do no disturb in messages. Also, my Twitter notifications aren't working either. All my settings are fine so I am not sure what the problem is. Is there a bug with this software update?
