Rented a movie, but it didn't download.

I tried to rent a movie on my apple tv. The tv said it could not connect to the apple store. So I tried to do it on my phone and it said I have already rented it, would i like to rent it again? 😕 It said I can manage my downloads in the download section. when I went there, nothing populated.
