the Apple id on my iPad was signed out. we don't remeber the password. I was going to create a new Id for it but the sign in box won't go away. Even if you hit cancel it immediately pops back up. You can't do anything in the iPad because the box won't go away.

If you can't remember its password then you should be able to get it reset (either via email or by answering its security questions) via http://iforgot.apple.com
If you can't get it reset via that page then contact Support in your country, after confirming your id and that it's your account they should be able to reset it : Contact Apple for help with Apple ID account security - Apple Support
If your country isn't on that page then try this form and explain and see what they reply with : https://www.apple.com/emea/support/itunes/contact.html
The apple Id on my iPad was signed out. We don't remember the password. The sign in box just keeps popping up over and over even if you hit cancel. Now we can't use the iPad at all. Can anyone help?
