I try to log onto staff wifi at work at it shows a message saying it is blocked? Captive Apple at top of screen? Can anyone help please?

WWhen I try to log oonto staff wifi io into staff wifi at work it displays a message say "aan error occurred while trying to rate websites " and it won't let me connect to network or even put password in?
