iPhone syncing is interrupted by iPhoto

When I sync my iPhone 6, I get the following message:

"iTunes cannot sync photos to the iPhone “iPhone” because your iPhoto Library is not yet available. Please try again later."

The syncing process is then interrupted and I get a spinning cog-wheel for hours. I have rebuilt the iphoto library and reset the iphone, but with the same result. Now I cannot get my data back onto the phone. I have seen in other discussion groups that this is not a unique problem.
