Start up issues...????

Every time I restart my computer i get a load up bar underneath the apple loge\icon? I reset the computer to factory settings thinking that would solve this issue. For some reason its still there. When I did the factory reset there still seems to be old login info on there that i cannot figure out how to solve these issues as well. I need help and if there is anyone that cal lead me in the right direction, it would be greatly appreciated.
