No. The backup was stored on the PC. You lost it when your computer crashed. However, all your purchases from the iTunes or App Store an be re-downloaded for free.

You can use 3rd party software to transfer music not purchased from the iTunes Store from your iPod Touch to your computer. Take a look at TouchCopy
