Try holding down the power button and the home button at the same time till it restarts and that should resolve the problem.

hello, i have similar problem, after updating my ipad mini 3 (wifi only) to iOs 8.2, i cannot sign in to facetime and iMessage, i tried hard reset, reset network setting, making a new apple id but none works any update on this or apple is having problem with their server regarding signing in to facetime and iMessage?
Bought a new iPad mini 3 today, I can't login in to iMessage or FaceTime with my Apple ID, so I setup a new Apple id account and same problem,
spoken to to apple got fobbed off 'engineers are looking into it'
iif this don't get sorted in a couple of days then I'm return it...
I Had same problem with my iPad third generation.
I followed the advice of Austin Jolley and when the screen came up again I was prompted to enter my AppleID password for iCloud, which I entered.
OPened message app- put in apple ID (username was already entered) and hey presto it worked. Same for FaceTime.
OBviously it likes es icloud activated first for some reaso!
I Have been struggling with this for over a week now on a new iPad mini, I have done all the troubleshooting and the issue remains. Apple engineers looking into it but no further information. Very very frustrating !
I've been dealing woth Apple about this for almost 3 weeks. The engineers are looking into it. Some of the things I have seen suggested here in various posts have helped some people but not all. There's a post that started in January that has some other things to try

Suddenly my grandpa got that message on his iPad 4. Updating from 8.1.1 to 8.2, changing time settings, rebooting, resetting all settings, ect and zillions of prompts - no luck. The only thing worked perfectly - backing up to iCloud -> resetting all content and settings -> restoring iCloud copy.
