iCloud videos not clearing down storage

MAnage storage is showing more used than the sum of the Apps. This is due to videos from iCloud not releasing their storage. I took it to the Genius Bar and they reset the iPad as a new device. However the storage used still increases each time I stream a video from iCloud.

i Have tried closing the video app in background but it hasn't cleared the space.

any ideas?
