Is it possible that an expert in cellphones erase the software of the iphone and reinstall it? I want to know because my iphone was stolen and I wish that the thief never can use it.

You had a passcode on the device, didnt you? You had icloud enabled, didn't you? did you login to icloud and enable lost mode on the phone?
if you answer no to all three, then sky's the limit for the thief.
