Text messages freeze and can not send or receive or access messages under settings

text messages and iMessages freeze. They don't come through until after multiple soft resets. Can not send or receive any text message, it brings me to the new message screen and doesn't allow me to do anything. I go into settings and try to click on messages and it freezes there. Any suggestions? iOS is the latest update.
