Photo Stream Not Updating

My laptop doesn't have any pictures taken after January 15th. My iPad has only a small number of pictures on Photo Stream and they're really blurry. On occasion my iPad says ICloud hasn't been updated in XX days, even when I plug it in. I don't plug it in every single night but it's at home and on my home WiFi at almost all times. My iPhone doesn't have Photo Stream at all. All of my devices have Photo Stream enabled.
