AN app i use often has disappeared from my iphone and my list of purchased apps.

now that it has disappeared surely this means theft and i should call the cops.
OR are there different rules of ownership ?

By all means you should call the local police. You will need written proof of purchase and a receipt.

I have an email from App store acknowledging the purchase of the App about 2 years ago.

You as the purchaser of a licensed copy are responsible for backing up that copy. You may redownload another copy, but that isn't guaranteed, Apple or the developer can remove that app from the store without any notice to you.
OK .. I know how to use Time Machine to restore a back up to my Macbook but how do i simarlarly restore my iPhone so as to recover that much-used missing App?

The App should be in iTunes on your computer - if you synced the device. You should be able to reinstall it from the computer. If it is not there, I don't know what else to tell you.
iTunes backup or iCloud backup is where you would get it if it is not showing in your Purchased apps anymore.
Are you certain you are looking in the correct place for the purchased app: iTunes Store>Apps tab - under Quick Links click on Purchased, then on Not in my Library to see if the app displays.

There is no Apps tab in iTunes Store App on iPhone , only music and videos.
Even looked in More ... Purchased. Only music & videos.
I will next check my macbook.

Got it. The App was recoverable from my Mac. Now back on iPhone though not in Store anymore. Phew!
It's been a while since I physically connected my iPhone to my Mac.
