Photos received though imessage show as "downloading" but do not open. How do I fix this?

I purchased an iPhone 5S yesterday and I am unable to receive photos through imessage. When they are received it says that they are downloading, but they never open.

So far, I have reset "Network Settings", rebooted and hard booted the phone but it is still not working.... Please help 🙂
