I factory reset my iPad air and now I don't have apps like numbers, keynote, or imovies. Is it supposed to be like that's? When I try to re download it it makes me pay. What should I do to get the apps back for free? doesnt it come with the iPad?

They are available (on iPads activated after 1st September 2013) as free downloads to the account that originally activated the iPad - you are logged in with that account, and you haven't moved countries ? If you are using the account that you downloaded them with then they should show in the Purchased tab in the App Store app
That's the problem, they're not under my purchased tab and when I search for it under my purchased tab its not there
You are using the same iTunes account that you downloaded them with, and you haven't moved countries since downloading them ? You could check to see if you've hidden them : iTunes Store: Hiding and unhiding purchases - Apple Support
iPad air 8.1.3 erased everything and now my numbers, keynotes, and iMovie apps are gone and not redownloadable for free
