1. You are using a USB3 device. Please use a USB2 device.
2. You are unable to connect to the Apple servers which provide the Windows support software.
3. You either have a corrupted Windows ISO image or the physical media you are using is being written at the incorrect burn rate.

1. Please verify that you are using a USB2 flash drive.
2. In BC Assistant, can just use option 2 - Download Software and test.
3. Can you check if you meet Requirements for Software Update Service - Apple Support ?
