If your phone was purchased as used and it is locked to another Apple ID, contact the owner and as them to remove it from their account.
If you can not contact them, the phone is useless. Return it and get a refund.
This is a user to user technical support forum and nobody here can help you.
If you purchased this phone second hand, then you have encountered the Activation Lock and if you cannot get the account password, then has already been stated, the phone is useless to you and there is nothing that you can do. You will never be able to use this phone and nobody here can help you.
Take the phone back and ask for a refund and start again by purchasing a phone from a legitimate source.
