That is a different question.
You can restrict internet access using Restrictions: Settings>General>Restrictions. Set a passcode, then disallow Safari, or under Websites, identify specific websites that can be used.

Just make sure that you also set the Restriction that prevent installing app otherwise the child can purchase another browser like Chrome or other app that connect to the Internet.
