after reinstall snow leopard computer running very slow with spinning beach ball at times.

Reinstall because errors on disc permissions and verify disc after power outage

verifying volume gives following now

Im also getting a high cpu usage 58 percent with nothing apparently going on

Start up from your Snow Leopard disc and run Disk Utility to repair the hard drive, (Repair Disk not Verify Disk) the top entry in the DU window. With the hard drive selected, again not the boot volume, what does SMART status say?

Once you've rebooted normally open Activity Monitor and see what process is consuming the CPU.

Are you using a Snow Leopard retail disc or do you have the original gray install discs that came with the computer when it was new?
