What do i do if i can not send messages that are not to an i phone?

I can send i messages just no other messages what do i do

Iv tried restarting the phone

Ive also tried pressing the exclamation mark and have tried deleting the conversation

Can anyone help me with this?

iPhone 5s, iOS 8.2

If they're not iMessages then they're text messages, and text messages are a feature of your wireless carrier, so contact them.
