Calling on MacBook

Every time I try and make a call from my mac it says to connect to the same wifi network but I am using that phones hotspot and everything else is working just fine except for text though, I can't text using sms only iMessage. Do these things work over the iPhones hotspot or do I have to have another wifi signal.
