Assuming you actually have a SIM in it, that's almost always symptomatic of a phone that was hacked or jailbroken to unlock it.

You cannot activate an iPhone without a sim. The sim does not have to be associated
with an active wireless account; however, if the iPhone is locked to a wireless provider,
the sim must be from that provider.
It is not clear from your post what is damaged. If the sim is damaged, replace it. If the sim
reader in the iPhone is damaged, take the iPhone to an Apple store or authorized iPhone
service provider for an out of warranty replacement, which will be $269 US (adjust for
your location). Be advised, replacement will only be available in the country where
the iPhone was originally sold.
my printed circuit board is damaged and will not read any sim. i had the intention to use this phone for storage as it functions properly except for calling and texting and using 3g.
If you cannot activate the iPhone, you will not be able to use it for any purpose.
Turn it in as the donor for an out of warranty replacement.
