What is the difference between Photos And Events in the iPhoto menu?

Photos is all of your photos.
Events are a collection or group of photos.
Use your iPhoto's Help menu:

Effectively, there isn't any. They're just two different views of your Library.
Photos shows you everything in your iPhoto Library... Events only shows you what is in each Event.... could be 1 picture, could be thousands. There is always at least 1 Event in iPhoto... but there could be hundreds.
View Menu -> Event titles
There's Photos view with Events...
You can also have the Event titles show in the Photos mode:
