Can't sign into imessage

Whenever I go to sign into iMessage it allows me to go past the "Enter Apple ID" page and into the verification page where I continue by pressing "Next". Here is where I encounter the problem, after I press next and loads but then sends me right back to the "Enter Apple ID" page. I've tried resetting my network settings and putting my Date & Time to automatic but nothing has worked. Any ideas?
