Q: rental movie never downloaded
i prurchased a rental movie but was never given the opportunity to download it.

If the rental (or purchase) went through successfully then it should have automatically downloaded onto the device or computer that you rented it on - if using a computer you've checked the Movies part of your library (is there a Rentals on it, and/or tried the Store > Check For Available Downloads menu option ?), if using an iOS device you've checked its Videos app ?
If it's not there then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com
