Does FaceTime cost money when you are calling internationally to a non-iphone user?

I have an iPhone 5s and Macbook Pro with FaceTime enabled. I want to make an international call to one of my contacts using FaceTime Audio, but she does not have an iPhone. If I am connected to WiFi, but she is not, will it still be free? Or will it use my carrier minutes/ international rates?
