Dear Sir,
i have my i phone as 2nd hand and the problem is can't get the Apple ID of first owner when make maintenance for my phone,
when make re-start to my phone received the below message

Then it's a brick. There is no way to bypass the activation lock. You can't use it at all. If you can't get your money back, recycle it responsibly or turn it over to the police and then go buy a phone you can use.
Apple will remove activation lock upon presentation of a valid proof of purchase. I have had Apple remove activation lock on an iPhone 5s before.
It's extremely unlikely that whoever the OP purchased the phone from gave them the original sales receipt for the phone.
