Family Sharing

I have a family sharing set up. But, my daughter has two apple id's. One with all of her old music and one new. We want to add both of her accounts to share but it looks like you have to have an ICloud account for each appleID. How can we do that? Our iphones won't allow us to set up a second ICloud. I think that is what it's going to take. Am I right? Any suggestions?
