iCloud photo library beta stuck uploading

My iPhone 5S (IOS8.2) is stuck uploading photos to my iCloud account for about 4 months now. The vast majority is in the cloud but there a little over 600 photos on my iPhone. The other 4500 photos that are in iCloud are on my iPhone using the optimize option. What happpens if I turn it off on my iPhone? It says the iCloud photos will be deleted from my iPhone, but will be availible in iCloud still. If I the turn it back on again, will it download them again, from iCloud and also start uploading again? Anyone any luck trying this? Or should I wait till IOS8.3?
