Logic 9.1.8 is an incremental update to Logic 9.x.x and can be downloaded directly from Apple.
If you mean that you don't have Logic 9 at all then your only hope is to buy a second hand DVD boxed version from eBay or a similar place.
If this is the case though, you will need a tool like Pacifist to be able to install Logic 9 on your system. After installing the boxed version of Logic 9 you will need to download the incremental 9.1.8 update from Apple for it to work.
