Unable to sign to Facetime and imessage

Hi,

I have a mini iPad, and i am trying to sign in for the facetime and imessage.

Every time, is start signing in and go back to the main page of inserting my user and pass.

I tried, reset the network setting, making sure that the time zone is set automatically, tried to change the password, sign out and sign in again from the Apple ID, tried another user and still not working.

Also, tried Erase all content and settings.

Software is up to date.

Is there anyother steps that i need to proceed with???
