iMovie '09 won't let me add any more clips to the project pane?

I'm trying to help my son with a simple Q&A-type video segment for a project he's doing. Twenty seconds in, iMovie won't let me add any more items to the project pane. All I'm using are titles and sound clips from iMovie along with imported iPad doodles in JPG form, not actual video clips.
