HTML to IPA | Offline iOS HTML app

Hi,

I'm new to developing apps for iOS but I do know HTML, CSS, JS, PHP and SQL. I am capable of creating mobile apps for the iPhone, but is there a way I could convert these to a IAP without a developer account. I don't want these on the app store just available from my site for my own personal use. I have tried 'Add to Home screen' but this doesn't work offline. I would also like the feature to store files on the device that I could edit and create but I could work without it.
