how do I download past purchases when it says I can't use it for 90 days

I recently preordered my favorite artists album, and he releases one of his songs on the album every couple weeks maybe. I logged into my old Apple id because I wanted to make sure that I had all my old music. I logged back into my newer Apple ID and it says that I can only download past purchases on this device every 90 days. how do I fix that? PLEASE HELP ASAP!!!
