iPad volume boost/decrease when pausing movies?

I've been having a weird issue with my iPad regarding volume. The bug happens across multiple apps (YouTube, Netflix) so I dont think its a specific app bug, but more of an iPad iOS bug. Basically what happens is, I'll be watching a movie on the iPad and the volume will seem abnormally low even on the highest setting (with headphones). If I pause the movie, then resume the movie, the audio will increase in volume quite substantially. It's been happening for quite some time now. I've tried the reset (holding power and home button) to see if it fixes it, but it didn't help. Anyone else experiencing this?
