I am using with my new GH4 in 24p (system frequency is set to 24p) and when I record to 4k and try to import the file into FCPX, the Codecs column for the file is PAL. I do not understand why this is, or really if it is meaningful. Thanks for any help with this.

Although I still do not know why in the FCP X import window under the codecs column its says PAL.
I don't have any experience with that camera but PAL/NTSC selection or option is usually a menu setting in the camera, not the editing platform. I'd start with the camera's menus and a series of tests before attempting to go out and do any serious shooting you can't redo.
The frame rate is totally weird. That is, it's non standard. Maybe that's why Final Cut's a bit confused,
