iCloud Photo Library - Adding vs Downloading and Uploading

In the iCloud Photo Library (in OS and the Yosemite Beta) what does it mean when the library says it is "adding" and item? The three options that show up are downloading, uploading and adding. I don't get what adding means compared to the other two.

It shows up in Settings, Photos & Camera (under iCloud Photo Library (Beta)) or on the bottom of the Photos tab in the Photos app. It currently lists 35,298 Photos, 1,524 Videos, and Uploading 33,531. Sometimes that message switches to adding or downloading. I understand downloading would be when I take a photo on another device, but what does it mean when it says adding?
