My Aple ID is locked. When I try to change it will not accept my birthday. Any ideas?

My email changed and I changed my Apple ID to the new one. Apparently I still have the old one and cannot remember the password so I am locked out. When I tried to reset my password it asks for my birthday, but will not accept what I put in. It says Apple cannot verify the information. Any ideas on how to go on to reset?
