I pay for an ipad mini but another person is using and dont know the log in details to get onto the track it through find my iphone but I know the imei number for the product. all I want is the ipad back as they haven't paid me for it basically

You cannot track using IMEI or Serial numbers.
ok so is there a temp block I can do?
If you have Find My iPad: ON then you can use

to lock the iPad with a passcode.

darn it what about getting it blocked through apple temporarily so then they have to give it back? cause it will be useless?
Apple do not block. Only the user themselves.
