I am unable to sync my iPad and iPhone due to "iPhoto Library is not yet available"

I am unable to sync my iPad and iPhone due to "photos" not working. When you click on "photos" under the settings tab when your device is plugged in, all I get is the "refresh" spinning wheel. After a moment or two, I get this message, "iTunes cannot sync photos to the iPad “andrew's iPad” because your iPhoto Library is not yet available. Please try again later." How can I change this?
