Q: how can i reset my billing information

I try to download a free app in the app store and it says I have to verify my billing info. I go to where I have to go and usually there is an option that I can select no credit card info but it only shows "Visa, Mastercard and Amex" credit card options. I try filling out the info with my prepaid mastercard and it says my method has been declined.

In conclusion, I have to fill out my information by filling it in but my method is always declined. I can't select no payment method either because it's not there for some reason. anyone else have this problem????? I'm completely lost
