I don't receive SMS on my wifi only iPad mini anymore

picked the new wifi only iPad mini in January. I enjoyed and was pleasantly surprised to discover I could receive audio calls and text messages from none iPhone users.

Now for the past week or so I only receive and can send text messages to other iPhone owners. I'm not sure if this changed with the latest iOS update.

Any ideas? Thank you.
