IF the screen goes black and phone still works can the phone be fixed.

Maybe, but it's impossible for anyone on this site to determine just by hearing about what happened. Bring it to Apple and see what they can do: Genius Bar Reservations
Can the problem be fixed? Yeah. Put phone in trash, purchase replacement.
Can the phone be fixed? Only until it has been opened and components checked for water damage so the extent of the same is ascertained. However, since such damage is not covered by warranty, Apple will probably offer a replacement since they do not repair them. At cost.

When the problem gets fixed, you may consider that a waterproof case is cheaper than what this incident cost you.
Apple genius bar should exchange for an Out of Warranty exchange unit ,identical to donor for US $199 + tax for a 4S
water damage is covered under the OoW offering
Phone fell into the tub. Quickley taken out dryer then put into rice. Phone worked for awhile. Now screen is black but phone still seems like it's working. Can this be fixed.
