Why i can't upload photos from cell phone(G4 Metro) to my iPhoto?

No, other phones can work with iPhoto.

It really depends on how the phone is designed to work. iPhoto will try to import from 'mass storage' devices with 'DCIM' folders. If the phone can connect via USB & mount a disk it should import if the images are inside DCIM folders. You may need to change a setting on the device to make it show up as 'Mass storage'. Read the manual for that.
