I already contacted Apple Support China, which they deny knowing anything about this even after I showed them the English announcement linked on this post.
If I'm indeed eligible for replacement but is not honored because I am in a different country, it would not be fair to me.

I showed them the official link, but was denied support because the announcement listed is on the Apple U.S. store.
I know that Apple China is probably managed differently but Apple is a U.S. company, and the replacement program is only listed in English at the moment, I need to know whether it was globally applied or U.S. only, and what I can do to get what I deserved especially when I paid more than the U.S. customers for the same product. I believe I deserve not better but at least the same level of care.

You have to deal with Apple, not the user forum. Whether it is a global program or not can only be answered by Apple. You are asking the wrong people.

According to https://support.apple.com/en-us/HT203787, the program's worldwide. If it meets the requirements, the start with https://support.apple.com/en-us/HT201232
