Why doesn't my shuffle order change?

If I play anything, my entire music library, a playlist, an album, etc., on shuffle and repeat, the same order is used each time. To clarify, it will play through the playlist in a random order, then after it repeats all the songs will play in the same exact random order as before. It changes when I hit the actual shuffle button on the playlist, but I'd rather not do that every time I finish my playlist. I am using a iPhone 5c running iOS 8.2.
